If you are not a registered voter, you can still register and vote by absentee ballot. A voter registration application will be included with your absentee ballot materials. The completed application must be returned with your voted ballot. The voter registration application cannot be returned by separate mailing.
Absentee ballots are available 45 days before the election. Requesting a ballot is a two step process: you must complete an absentee ballot application; then you will receive a blank ballot to vote and return to us. You may vote absentee either by mail, in person or by agent delivery.
By Mail:
To have an absentee ballot application mailed or faxed to you, call the Elections & Licensing Department at 952-361-1941. Absentee ballot applications can be returned by either:

After we receive the completed application, an absentee ballot will be sent to you. Please allow ample time to complete the process. All absentee ballots must be received by last mail delivery on Election Day or prior to Election Day. Any ballots received by mail after last mail delivery on Election Day are not valid.
In Person:
Up until 5:00 p.m. the day before the election, you may complete an absentee ballot application, receive your ballot and vote in person. In person absentee voting is available at the following locations:

Agent Delivery:
- You must meet certain requirements in order to vote absentee using agent delivery. Please contact the Elections & Licensing Department at 952-361-1910 to determine if you qualify for agent delivery.
All agent-delivered absentee ballots must be received by 3:00 pm on Election Day or prior to Election Day. Any ballots received by Agent Delivery after 3:00 pm on Election Day are not valid.
- You must meet certain requirements in order to vote absentee using agent delivery. Please contact the Elections & Licensing Department at 952-361-1910 to determine if you qualify for agent delivery.
To register on Election Day, you must have one of the following forms of identification showing your current address:
- A valid Minnesota driver's license, learner's permit, Minnesota identification card or receipt for any of these containing your current name and a valid address in the precinct (prior address not accepted)
- A Tribal ID if card contains voter's name, current address, signature, and picture issued by the tribal government of a tribe recognized by the Bureau of Indian Affairs. Tribal band members are not required to live on an Indian reservation in order to use a tribal identification card to prove residence.
- A previous registration in the same precinct (either prior address or prior name)
- A "Notice of Ineffective/Late Registration" - if you have attempted to register in advance but your registration was received after the pre-registration deadline or rejected, you would receive this official notice from our office
- Someone who is registered in your same precinct and who knows you reside in the precinct may accompany you to the polls and vouch for you
- Alternatively, you may provide both 1) a photo ID with prior address from the list below and 2) one document from the list below. The ID must contain your name and photo and can be expired. The document must have your current name and address in the precinct and can be shown electronically or on paper.
Types of Valid Photo ID’s (may be expired):
- Driver’s License, State ID card or learner's permit issued by any state
- United States Passport
- United States Military ID card
- Tribal ID Card with name, signature and photo of the voter
- Minnesota University, College or Technical College ID Card
- Minnesota High School ID Card
Types of Approved Documents:
- Residential lease or rental agreement (must be valid through Election Day)
- Current student fee statement
- Bill, account or start of service statement, due or dated within 30 days of election for:
- Phone (landline, cell, VOIP, etc.)
- TV (cable, satellite, etc.)
- Internet services
- Solid waste or sewer services
- Electric, gas or water
- Banking or credit card
- Rent or mortgage payments
College Students
The above proofs of residency also apply for college students in addition to one of the following:
- A current valid student identification card including a photo from a post-secondary educational institution in Minnesota if a list of students from that institution has been prepared and certified to the Elections & Licensing Department in the manner provided in rules of the Secretary of State.
- A current student fee statement that contains the student's valid address in the precinct together with a photo identification card.
Voting will be faster and easier if you are registered to vote when you arrive at the polls on Election Day. You can register on Election Day, however you will need to bring proof of residency with you. For more information, see Voter Registration Information.
Any previously registered voter who changes their name or address must re-register to vote. A change of name or address requires a new registration and a new signature from the applicant.
If you have moved since last registering to vote, it is important to update your voter registration information so that you are voting for the candidates who will represent you.

You are eligible to vote in Minnesota if you are:
- At least 18 years or older
- A citizen of the United States
- A resident of Minnesota for 20 days immediately preceding the election day
