It is the goal of Carver County to provide county highway rights-of-way for the traveling public that are safe, efficient, and free of unnecessary hazards, while providing minimum inconvenience to property owners. The following ordinances and policies have been adopted by the Carver County Board of Commissioners and apply to county highway facilities.

Right-of-Way Ordinance

Carver County has a management of the right-of-way ordinance to protect public safety, public interests, the reliability of its county highway system, and to dictate the appropriate use of the rights-of-way.

 

Access Policy

The purpose of this policy is to set standards that determine how private access onto county roads is permitted. The standards encourage orderly access to promote the safety and mobility of roadway users.

 

Carver County PW Title VI Plan

Carver County adopted the PW Title VI plan on March 14, 2022.

 

Cost Participation Agreement

See the cost sharing policy that is used between Carver County and its municipalities for cooperative county highway projects.

 

Drain Tile Policy

The purpose of this policy is to provide a standard for the installation and maintenance responsibility of drain tile outlets, drain tile crossings and longitudinal drain tile runs on county highway rights-of-way under the jurisdiction of the Carver County Public Works.

 

Landscape Policy

Mailbox Policy

The purpose of this policy is to provide standards and permissible locations for mailbox installations and supports on highways under the jurisdiction of Carver County Public Works.

Rumble Strip Policy

The Rumble Strip Policy has been established to provide uniformity and consistency in the application and installation of edge line and centerline rumble strips on Carver County’s rural county highway system. This policy weighs the safety benefit with the noise nuisance associated with rumble strips, and defines when rumble strips will be used on the county highway system.

 

Sign Policy

The Sign Policy has been established to provide uniformity and consistency in the application, installation, and maintenance of traffic signs on Carver County’s county highway system. This policy recognizes that the MN MUTCD is the standard for all traffic control devices on all public roads in Minnesota, and therefore all traffic control devices on Carver County’s highway system must conform to its standards and specifications as specified in Minnesota Statute 169.06.

 

Snow & Ice Policy

The Snow and Ice Policy has been established to provide guidelines for the public and for plow operators to follow in order to ensure consistent practices for snow and ice removal during winter months on the county highway system.
