Purpose

Highway 40 corridor has been identified in the County's Roadway Safety Plan as a "High Priority Segment" due to the high frequency of crashes, narrow substandard gravel shoulders, and abundant curvature. This project is in the construction stage for Highway 40 north of the Minnesota River at the Highway 25 intersection, heading northeast to the southern intersection of Highway 40 and Highway 11. The project is approximately 4.1 miles of Highway 40 north of the Minnesota River at the intersection of Highway 25 heading northeast to the intersection of Highway 52.

Goals & Objectives

The Carver County Highway 40 Project consists of a corridor study to identify safety and other improvements along a 10-mile segment of Highway 40 between Highway 25 and Highway 11.  The initial construction project resulting from the study is the Highway 40 Project – Belle Plaine Area, which extends 4-miles from Highway 25 to Highway 52.  Construction scheduled to begin April 2024. 

Preliminary design will be performed for the segment between Highway 52 and Highway 11 to prepare for final design and construction to be performed in future years.

Specific objectives of the project will include:

  • Widening of the shoulders
  • Flattening slopes
  • Correcting drainage issues
  • Implementing safety improvements
  • Rehabilitating the pavement surface
