Preconstruction Overview

Starting Nov. 1, 2024, construction crews will begin tree clearing in
preparation for 2025 construction. During this time crews will also dig
up the ground within the public right of way and temporary easement
locations to manage rusty patch bumblebee summer nesting locations.
The ground will remain dug up through the winter and construction will resume in spring 2025.

Project Overview

The Highway 18/82nd St. Project is a continuation of the Arboretum Area Transportation Plan (AATP) that was completed in early 2021.

The project will complete a missing connection between Highway 13 (Bavaria Rd.) and just west of Highway 41. Highway 18/82nd St. improvements will provide a critical connection for the City of Victoria, as well as future access to the Minnesota Landscape Arboretum and residences and businesses in the cities of Chaska and Chanhassen. The Highway 18/82nd St. Project includes preliminary and final design, environmental documentation, geotechnical exploration, and any necessary land acquisition.

Reconstruction will include:

  • Converting the gravel road to a two-lane, paved county highway from Highway 13 to Highway 41.
  • Constructing a multi-use trail to connect Highway 13 and Highway 41 with improved access to the Chaska Ravine Trail.

The Highway 18/82nd St. Project is a collaboration between Carver County, the Minnesota Department of Transportation (MnDOT), and the cities of Chaska, Chanhassen, and Victoria.

Project Purpose

  • Address existing congestion and safety issues (e.g., daily commutes, seasonal events).
  • Improve Highway 18/82nd St. for projected growth in the project area.
  • Make improvements to existing pedestrian and bicycle networks.

Anticipated Project Schedule

  • Preliminary and Final Design: Spring 2023 through Summer 2024
    • Collect input on preliminary highway layout
    • Determine preferred (recommended) alternative for highway alignment
    • Prepare final design layout

July 2024 Public Open House

The following materials were presented at a public open house on July 25, 2025. The public meeting was an opportunity to present the final design for the roadway and plans for construction. There was no formal presentation. Attendees were asked to review meeting materials and provide feedback or questions to the project team.
