The Planning Commission serves as an advisory board to the Carver County Board of Commissioners. The group conducts public hearings to make recommendations to the County Board on topics such as Comprehensive Plan amendments, land use planning and regulations, conditional use and interim use permits, and land use ordinance text amendments.

The Carver County Planning Commission is established and invested with authorities as provided by Minnesota Statutes 394.21 through 394.37. Within the Carver County zoning code, Chapter 152 establishes the roles and responsibility of the Planning Commission, which can be amended from time to time.

• The Planning Commission consists of seven members, one of which is a member of the County Board of Commissioners.
• The members of the Carver County Planning Commission are appointed by the County Board of Commissioners.
• At least two members are residents of the portion of the county outside the corporate limits of municipalities; and one member shall be appointed in accordance with a recommendation by the town board chairs or designees as an “at-large” position. 

• Review conditional use permit applications for home or farm-based businesses, large-scale activities, and essential service (utilities, schools, etc.) infrastructure.
• Review applications for interim use and conditional use permits and plans for subdivisions.
• Review County comprehensive plans and zoning code amendments.  
• Submit findings and recommendations to the County Board.
