Are there any property tax deferral programs available for senior citizens?
The State of Minnesota administers the Senior Citizens Property Tax Deferral program. To be eligible, you must be at least 65 years old with a household income of $96,000 or less and have lived in your home for at least 5 years. If you qualify, your taxes cannot exceed 3% of your net income. The State of Minnesota will pay any remaining tax as a low interest loan. The unpaid tax along with accumulated interest will become a lien on the property. This lien must be satisfied upon sale of the property. All property tax refunds or rebates applied for by participants will be applied to the deferred property tax total.
I am filing for my State Property Tax Refund and don't have my current year statement. When will I receive it?
Property tax statements for the current year are mailed by the end of March. You will need to wait until you receive the statement to file for the refund. Copies of Carver County tax statements are available on the website about two weeks after they are mailed.

Enter the parcel number or address information and wait for the tax information to appear. If you enter an address, several parcels may appear. How do I change my mailing address on my tax statement?
To change your mailing address, we would need your request in writing. We have a form you can submit when you search your tax information online or you can email us at custsvc@carvercountymn.gov with the correct mailing address information. If you have questions, contact us at (952) 361-1910.
Where do my tax dollars go?
Property taxes are distributed to the county, school district, municipality, and other special taxing districts in which your property is located.
What factors affect my property taxes?
Changes to the tax levy (amount of money requested from property taxes) made by the city, county, school district or special taxing districts.
Changes to the market value of your property.
Changes in classification of your property.
Changes in the market values for the area or a particular type of property.
Legislative changes to the classification rates, state aid formulas and other tax laws.
Legislative unfunded mandates (usually seen as an increase in local government tax levy).
New taxes approved by a voter referendum.
When is my tax bill considered delinquent?
If the tax remains unpaid through December 31st, on January 2nd it is considered delinquent and interest will accrue on a monthly basis. If the delinquent taxes are not paid by the 2nd Monday in May, court judgment will be entered against the property for the unpaid tax, penalty, interest, and costs. This is the beginning of the tax forfeiture process.
What if my property tax payment is late?
If you pay your tax after the due date listed on your tax statement, a penalty will be added (MS 277.01). The later you pay, the greater the penalty. Click here for additional details or check the back of the tax statement for late property tax payments. Delinquent property tax payments cannot be paid online.
Can I make a partial payment toward my tax bill?
Partial payments can be accepted on current year tax bills. If the accepted payment is less than the amount due, it is applied first to any penalty accrued for the year that the payment is made. (MS 277.01; 279.01, Subd.1).
Partial payments can also be accepted on delinquent year tax bills (MS 280.39) but the following rules apply:
Payments will be applied to the most recent delinquent year first (Example - Pay 2014 and Pay 2013 are delinquent - a partial payment would be applied to the Pay 2014 taxes).
If the accepted payment is less than the amount due, it is applied first to interest followed by penalty, costs and taxes accrued for the year that the payment is made.
Delinquent payments cannot be paid online.
NOTE: Please be aware that any remaining delinquency may ultimately lead to forfeiture and partial payments do nothing to alleviate this process other than facilitate continued progress toward full payment.
Is there a limit to the amount of tax that can be paid online?
Yes, the maximum amount that can be paid online is $650,000.

How do I calculate a taxing district's tax rate?
There are two types of tax rates. The tax capacity rate is expressed as a percentage of adjusted tax capacity. The market value referendum rate is expressed as a percentage of market value. A Taxing District's tax rate is calculated by dividing the amount it needs to collect through property taxes (levy) by its Adjusted Tax Capacity.
